| Beginning with the November 1, 2000 electric bill, a new line, Commitment to Community Charge (PB - formerly known as Public Benefits), appeared on all customers' bills. This new charge is being collected by the utility as required by the State of Wisconsin Act 9. The money will be used to fund programs in our community for income-qualified households. The Fennimore Electric Utility has developed the following "bill payment assistance" program for distribution of those funds: | |
| Bill payment assistance will be paid as a lump sum credit applied to the qualified electric utility customer's bill annually on July 20th | |
| The maximum monthly benefit will be $25 per month of service. The maximum annual benefit will be $300. Customers whose monthly electric service is less than $25 will receive the amount billed. | |
| Commitment to Community funds distributed for July 20, 2001 payment will be based on amounts billed for November 1, 2000 billing through July 1, 2001 billing. Thereafter, funds distributed will be based on amounts billed for the August 1 billing through the July 1 billing. | |
| If there were more customers qualified than funds are available for distribution, all customers will receive a prorated share of the funds available. The calculation will be based on the actual billing, up to a maximum of $25 per month per customer. The customer who averages $50 per month of electric charges will receive the same credit as the customer who averages $30 per month for electric charges because the calculation is based on a maximum of $25 per month. | |
| The customer must supply a copy of the "Client Benefit Notice" provided by Social Services to receive the Commitment to Community distribution. They must also supply their utility account number. If an income-qualified customer does not wish to receive the Commitment to Community distribution from Fennimore Municipal Utility, they do not need to furnish their "Client Benefit Notice". No payment will be made to customers who do not provide the "Client Benefit Notice". Customers will qualify based on being listed on a printout obtained from Grant County Department of Social Services - Energy Assistance Program. The printout will list all customers who qualified for energy assistance between October 1 and May 15th | |
| For customers who move out of the Fennimore Municipal Utilities service area prior to the July distribution, they will receive a prorated distribution based on their months of service from Fennimore Municipal Utilities. Customers will be required to provide the name and address of their current electric service provider. The new electric energy supplier will receive the payment for application to the customer's current account. | |
| For customers who move into the Fennimore Municipal Utilities service area, they will receive a prorated distribution based on their months of service from Fennimore Municipal Utilities. | |
| For customers who go into nursing home, funds will be distributed to the customer. | |
| For customers who pass away, funds will be distributed to their estate. | |
| For customers who move and no longer pay utilities at their new address (move in with friend, family, etc.), funds will be distributed to the customer. | |
| For customer accounts with more than one name on the account, if anyone remains on the premises as of July 20th the entire refund will go to that person. If all persons leave, the refund will go to the person whose name last appeared on the utility bill, IF there is a forwarding address. If there was more than one name on the utility bill, each person leaving a forwarding address will get a prorated share. The distribution will be made directly to the customer. | |
