Stage Four Detour

Timeframe - July 20 through early November, 2007

Stage four official detour will route traffic on 12th and Washington Streets.
This route is for all traffic including trucks and semi traffic.
Keep in mind this detour runs through residential areas

  • Speed limit is 25 mph
  • No parking allowed on 12th Street between Lincoln Avenue and Washington Street
  • No parking on Washington Street between 4th Street and 12th Street. These streets are part of the detour route for Stage 4 and will see increased traffic, including semi traffic which requires more width to pass through the area.
  • Residents who have concerns about traffic in the detour area should contact the police.
  • Stop sign changes at 12th and Washington Street and at 10th and Washington Street.
    • The intersection of 12th and Washington is now a 3-way stop.
    • The 10th and Washington Street intersection has stop signs to stop vehicles traveling on 10th Street, not on Washington Street. These changes will continue through Stage 4 of the project.
    • Intersection of 4th and Lincoln Avenue is now a 3-way stop.

The reason Washington Street was chosen as the detour route is the fact the road was built to handle truck traffic for the former Country Delight Dairy and has the base and width in place to handle truck traffic.

Cross traffic access will be available. Typically, at least 2 streets will be open at all times. 12th Street will be open and will serve as an official detour route. Other streets that may be used for cross traffic include 4th, 8th and 7th Street. The specific streets that are open will change during the project depending on the nature of the work being done on a given day or week. At the beginning of stage four, 8th Street will not be passable. After 8th Street intersection is repaired, gravel will be put in place for access of the Fennimore Fire and EMT. Cross traffic is recommended on the official detour route.

Sidewalks in the business district between 12th and 8th Street will remain in place for at least 30 days. Replacement will not be done until the street is graveled (estimated late August).

  • Walking traffic and bicycles are allowed to use sidewalks (if bicycles become a problem with pedestrians they may be restricted).
  • Mopeds are not allowed on City sidewalks

Dust cannot be avoided. Be patient. Excess watering will only create mud.

Damages to Property - Property owners are encouraged to take interior and exterior photos of their property. If you notice damage to your property which you believe is a direct result of road construction, you should contact the DOT office as soon as possible. This will allow appropriate investigation into the incident and provide timely handling of a claim. City of Fennimore Utilities

Water and Sewer Main and Lateral Replacements and Upgrades
Property owners affected by this work will be notified 24 hours prior to work being done in their area. Temporary water services will be required in some areas. In other areas, there will be temporary water outages, typically lasting only a couple of hours. A-1 Excavating will bring in a second crew in early August to speed up the underground pipe replacement. Anyone having questions or concerns are encouraged to call the WiDOT Field Office 608-822-3992 or talk to Matt Olson - A-1 Excavating at 715-568-4141.Regarding lateral replacements, the contractor will go up to the property line with the new laterals were replacement is required. Any property owner desiring work beyond that point should contact John J. Murphy, DPW 608-822-6501 immediately about the additional work so it can be scheduled. The property owner can use their own plumber OR the contractor can give an estimate on the work needed. If the size of the service needs to be increased, that information is also very important and should be shared with the DPW as soon as possible.

Sewer and Water lines

  • A-1 Construction is responsible to run new sewer and water lines to the lot line of residential and business properties.
  • It is the owner's responsibility to run lines into their home or building. You should work with a plumber to get inside work ready for easy coordination. A-1 Construction is glad to work with your plumber. Advance planning will help make conversion from old to new lines go smoothly.
  • During the construction process there will be a time when water will be shut off for a short period of time. You will be notified ahead of time. Once the new line is turned back on you will notice some dirty water. Please avoid washing clothes following outages until you have flushed your water system.

Street lights in the business district have been removed. Street lights will not be replaced until late in the project. Property owners should use their own judgment in providing additional lighting for their business. Fennimore Police will increase patrol.

Garbage - no changes are anticipated in recycling collection. Residents and businesses should continue setting out their garbage and recycling materials at the same location as in the past. City staff will make arrangements to get the materials.

Access to Main Business District (Last of July through November)
Businesses will have back door entrances during stage four of the project.

  • Businesses are encouraged to upgrade back entrances.
  • Customers are encouraged to go “a little bit out of the way” for continued support of businesses during construction.

Public parking areas will be available at:

  • St. Mary's Parking lot at Jefferson and 9th Street
  • Fennimore Elementary School parking lot next to H & N Plumbing and Heating
  • North side of the Fennimore Fire and Rescue Building - parking will not be allowed near the Fire-Rescue Building. Absolutely NO parking on the East or South Side of Fire-Rescue Building
  • Business owners and their employees are asked to leave any side street parking open for customers. Some businesses will have “customer only” parking behind their business place, we ask you to please observe the signs.
  • No Parking will be allowed on Washington Street between 4th & 12th during the construction process.
  • Washington Street Speed Limit - 25 mph (the same as all residential streets)

Mail Delivery

  • Mail Delivery should not be affected during road construction
